At their current ages, very unlikely it was their first time to join a gang - they either have been a gang member for a long time or committed to crime multiple times.  
The media/schools/colleges/activists told them the whole system is racist, they were taught to hate.

The tools are never the problem, the problem is always the government, the law, the society.  Some race, unlike others, have been favoring one party for a long time, and almost more than 90% vote for that party, no wonder they are protected from being PROPERLY prosecuted.  The second highest rate of voting for the same party is Chinese american (at least recently), and got punished everywhere.
