CA的roster也只管FFL买卖，PPT照样可以合法获取off roster的枪。

如果把（3）carry a valid concealed carry permit issued by, or be eligible to carry a concealed firearm in, his or her state of residence 从中间的or，拆成 （3.1）carry a valid concealed carry permit issued by his or her state of residence，or（3.2）be eligible to carry a concealed firearm in his or her state of residence，那兰州基本无望。

众院投票的是“Text”，我的理解是没有要求permit 是居住州 ...

关键就是看“the person”的定义：“who [is carrying a valid license or permit <--(which is issued pursuant to the law of a State) and (which permits the person (to carry a concealed firearm) /or/ (is entitled to carry a concealed firearm) in the State <--(in which the person resides))]”

(which is issued pursuant to the law of a State)，比如Utah可以给California的居民根据Utah的法律在Utah隐蔽持枪，但除非Utah的CCW上明确说这个CCW允许California residence在Califorina CCW，否则不满足(which permits the person (to carry a concealed firearm) /or/ (is entitled to carry a concealed firearm) in the State （california）<--(in which the person resides))。

直接的帮助确实没有，但间接来说，这是拥枪派一个巨大的胜利，在全国范围内会造成很大的影响。加共的所有人更能感受到自己二等公民的地位，从而对之后的立法产生影响。

大家的理解可能不一样吧，不过即使是(... and ...) or ...的结构，“in the State in which the person resides" 依然有可能修饰整个定语从句的，比如who {[ is ... （which ...） and （which ...）） or （is entitled to carry a concealed firearm), in the State (in which the person resides)}


其实就像驾照一样，加州的居民可能拿犹他的驾照在加州开车吗？我想犹他应该不会issue地址是加州的驾照吧。


不过这个最终都得看官方的解释了，而且即使解释了，兰州是不是honor也是另一个问题，兰州违宪的事也不是一次两次了，一直以来枪法联邦和州就有很大冲突，基本都是以州解释为准的。


如果真的兰州居民到犹他办个证就可以回本州CCW，估计G26和LCR得脱销一段时间了。
