我比较孤陋寡闻,从来没听说过 normal force 这个词儿。
枪在法律上是 deadly weapon per se,拔枪指人在任何时候都算 use deadly weapon,不管是警察还是平民,没有合法理由就是 assault。当然,警察和平民的 justifications 并不完全重合。
In an assault with a deadly weapon case, the victim doesn't need to be physically harmed by the deadly weapon. Instead, the victim only needs to experience an "apprehension of imminent harm" in order for an assault to occur. It's enough if the defendant purposely frightened the victim into thinking that they'd be harmed by the weapon.
An example of this is where the defendant points a gun at the plaintiff in a menacing manner, making the plaintiff fear that they will be shot.
Battery is the name for the crime if the victim is physically contacted.

而且,你引用的文章里有这段话,Although force not accountable in "legal" terms is technically labeled "excessive" by courts and the public, the police perceive many forms of illegal force as "normal." 整篇文章就是说,许多警察自己认为 "normal" 的武力,其实也是非法的,虽然在执法过程中有用,也应该限制。
平民没有警察执法豁免权的保护,使用某些 "normal" 的手段,恐怕要捅漏子。
