hunting license以及合法持枪

小弟今年初才开始持枪的，目前H1B签证。受益于2A，去年参加了一天的培训，考了试，拿到了education certificate，身为alien，才有机会合法的买了license和枪。Arkansas的hunting license 6月30日过期，所以昨天就跑去academy想买2017-2018的license，付了钱，打licesne时被告知，2107-2018的hunting license要到2017年7月1日才开始卖。而我7月1日的机票回国，根本没有时间去买license。假设一下，即便我7月1日不回国，那么7月1日早8点之前，我也无法买到license。当然了，可以守着24小时的walmart，但谁知道系统能否就在凌晨12点通过，就可以买新的license呢？那么，从凌晨12点到7月1日当天拿到license之间的这几个小时，是否就事实上被迫的非法持枪了呢？

目前准备马上去买North Dacota的non resident hunting，有经验的来说说多少天可以收到？一周内能收到吗？

多谢楼上两位，NorthDakota的15刀license已买。像我这种情况，估计以后年年得买一份non resident的license了。
昨天去买hunting license，小二还问我是不是resident，不知道是不是受AZ事件的影响，以前都没问过，都是直接要driver license。我也是在AZ的事件之后，才找到了一份Arkansas game and fish commmision的code book，（足足403页）。以前只知道regulation，从来没想到有code book。好在电子版很容易搜到resident的definition。 里面明确指出在外星人哪怕在u of Arkansas读书也算resident。
我估计每个州都会有一份code book，建议咱们没有绿卡的外星人都去查一查。 能合法的省点钱买子弹也好啊。

尝试buy online了，但是付钱之前都不标明是什么时候过期。AR上个月已经通过了新一年（2017 July 1st-2018 June 30）的regualation，不知道为啥小二不卖给我。
周一也准备打电话给game and fish commission问问。

是的，准备以后每年买两张license，一张AR的resident hunting，一张ND的non-resident nogame hunting。
确实得小心resident的定义，这里顺便贴一下AR的定义吧，相信每个州都会有类似的定义，各位枪友可以各自查询。AR对resident的定义，至少在fishing和hunting上，还是很宽松的。
RESIDENT –

• (a) A person who physically inhabits a bona fide residence inArkansas for at least 60 days and declares full-time residency.Possession of Arkansas real estate and/or proof of payment ofassociated services or utilities do not qualify the owner/renteras a resident if he lives out of state. Additional factsconsidered in establishing proof of current Arkansas residencyare:     (i) Possession of a valid Arkansas driver’s license orArkansas identification card.(ii) Possession of a valid Arkansas vehicle registration inhis name and display of current Arkansas license tagson his vehicle.(iii) Other documentation may be considered.
  

• (b) The following persons are considered residents for purposes ofthis Codei) Residents of Arkansas enrolled as full-time students incolleges and universities outside of Arkansas.(ii) Nonresidents enrolled as full-time students in collegesand universities in Arkansas.(iii) Nonresident foreign exchange students attendingschool in Arkansas.(iv) Resident foreign exchange students attending schooloutside of Arkansas.(v) Active-duty military personnel assigned to dutystations in Arkansas.(vi) Active-duty military personnel who were Arkansasresidents at the time of entering service, regardless ofwhere currently stationed.(vii) Members of the National Guard who are assigned toan Arkansas Guard Unit.(c) Proof of at least one year residency must be provided whenapplying for the following licenses/permits:Special Guide, Alligator Farmer/Dealer, Alligator SnappingTurtle Breeder/Dealer, Commercial Fisherman’s andSportfishing, Commercial Fisherman’s Helper, Junior/SeniorCommercial Fishing, Resident Shell Taker/Seller, Shell TakerHelper, Shell Buyer, Resident Fish Dealer, Resident RoeTaker/Seller, Resident Roe Taker Helper and Resident RoeBuyer/Exporter.Non-Expiring Lifetime Resident Hunting and Fishing Licenseand Sportsman’s Permit.(d) The director or his representative shall make the finaldetermination as to the resident status of any license applicant

移民法、税法、猎法等等里的 Resident 定义都有可能不一样，一定要看相对应的法律，猎照是根据各州猎法来 ...
