我就看到了这一条，就知道这玩意是啥了：所有购买进口武器的最终消费者都要被登记，签署国需要保存这些购买者的资料。
可以想象最终这些条款都会被推广到国内生产的武器，为有一天上门收枪提供方便
Article 12 - records of "end users" - each state is "encouraged", so if O signs this, he will issue an EO to obtain end users records for all imports, and to accomplish the purpose of complying with the "law"
Article 12 Record keeping
1. Each State Party shall maintain national records, pursuant to its national laws and regulations, of its issuance of export authorizations or its actual exports of the conventional arms covered under Article 2 (1).
2. Each State Party is encouraged to maintain records of conventional arms covered under Article 2 (1) that are transferred to its territory as the final destination or that are authorized to transit or trans-ship territory under its jurisdiction.
